- A standard Canadian work permit, whether employer-specific or open, does not require an IELTS score
- Since 1 November 2024 every post-graduation work permit applicant must prove CLB 7 (university graduates) or CLB 5 (college graduates)
- Express Entry accepts IELTS General Training only, and test results stay valid for two years
- The old NOC skill levels A and B were replaced by TEER categories 0 to 5 when IRCC adopted NOC 2021 on 16 November 2022.
Does a Canada Work Permit Require an IELTS Score?
No single IELTS score is set for a Canada work permit. Immigration, Refugees and Citizenship Canada assesses funds, admissibility and intent to leave, not English bands, for ordinary employer-specific and open permits. Language testing applies only to named streams such as the post-graduation work permit and to permanent residence programs.
Canada issues two broad categories of work permit. An employer-specific permit ties you to one employer, job and location, and usually rests on a Labour Market Impact Assessment. An open work permit lets you work for almost any eligible employer and needs no job offer. Neither category carries a published IELTS threshold.
What officers do check is standard: a valid passport, proof you can support yourself and your family, a clean criminal and security record, medical admissibility where required, and evidence you will leave Canada when the permit expires. An employer may still set its own English requirement, and some LMIA-backed roles list English or French as a job requirement, but that is the employer's rule rather than an IRCC score.
- Passport valid for the length of the intended stay
- Proof of funds to support yourself and any accompanying family
- Evidence of the work experience and qualifications the job requires
- A copy of the job offer or LMIA, for employer-specific permits
- Medical exam results and police certificates where the officer asks for them
- Certificat d'acceptation du Quebec, if the job is in Quebec
Which Canadian Work Permits Now Need a Language Test?
The post-graduation work permit is the main work permit with a language rule. Applications submitted on or after 1 November 2024 must show CLB 7 in all four abilities for university graduates, or CLB 5 for college, polytechnic and non-university graduates. Accepted tests are IELTS General Training, CELPIP-General and PTE Core.
Applicants who filed a post-graduation work permit application before 1 November 2024 are not caught by the language rule. Everyone applying since then must submit results from an IRCC-designated testing organisation, and the results must still be inside the two-year validity window on the day the application is submitted.
| Graduate Type (PGWP 2026) | Minimum CLB in All Four Abilities | IELTS General Training Band Needed |
|---|---|---|
| University bachelor's, master's or doctoral graduate | CLB 7 | Listening 6.0, Reading 6.0, Writing 6.0, Speaking 6.0 |
| College, polytechnic or other non-university program graduate | CLB 5 | Listening 5.0, Reading 4.0, Writing 5.0, Speaking 5.0 |
Note that the score is judged ability by ability. IRCC never averages your four bands, so a strong overall IELTS score does not rescue one weak skill. If a single ability falls below the threshold, the application does not meet the requirement.
What IELTS Band Equals Each CLB Level in 2026?
IRCC converts each IELTS General Training ability into a Canadian Language Benchmark separately. CLB 7 needs 6.0 in listening, reading, writing and speaking. CLB 8 needs 7.5 listening and 6.5 elsewhere, while CLB 5 needs 5.0 listening, 4.0 reading, 5.0 writing and 5.0 speaking.
The Canadian Language Benchmarks are the national standard for describing adult second-language ability in English, maintained by the Centre for Canadian Language Benchmarks. Every Canadian immigration and work programme states its requirement as a CLB level, and your test result is mapped onto that scale using the official equivalency chart.
| CLB Level (IRCC Chart 2026) | Listening | Reading | Writing | Speaking |
|---|---|---|---|---|
| CLB 10 | 8.5 | 8.0 | 7.5 | 7.5 |
| CLB 9 | 8.0 | 7.0 | 7.0 | 7.0 |
| CLB 8 | 7.5 | 6.5 | 6.5 | 6.5 |
| CLB 7 | 6.0 | 6.0 | 6.0 | 6.0 |
| CLB 6 | 5.5 | 5.0 | 5.5 | 5.5 |
| CLB 5 | 5.0 | 4.0 | 5.0 | 5.0 |
Bands below CLB 5 are only relevant to the Federal Skilled Trades Program, which accepts CLB 4 in reading and writing. Check the exact CLB 4 bands on the IRCC equivalency chart before you book a test, and remember that only IELTS General Training counts for immigration streams. IELTS Academic is not accepted for Express Entry.

The Federal Skilled Worker Program demands CLB 7 in all four abilities, which is IELTS General Training 6.0 across the board. The Federal Skilled Trades Program needs CLB 5 in speaking and listening and CLB 4 in reading and writing. The Canadian Experience Class threshold depends on your TEER category.
Express Entry is the online system that manages the three federal economic programmes below. Since IRCC adopted the 2021 National Occupational Classification on 16 November 2022, occupations are grouped by TEER category 0 to 5 rather than the old skill levels A, B, C and D, so any guide still quoting NOC A or NOC B is out of date.
| Express Entry Program 2026 | Minimum Language Requirement | IELTS General Training Equivalent |
|---|---|---|
| Federal Skilled Worker Program | CLB 7 in all four abilities | 6.0 in listening, reading, writing and speaking |
| Federal Skilled Trades Program | CLB 5 speaking and listening, CLB 4 reading and writing | 5.0 listening and 5.0 speaking, plus CLB 4 reading and writing |
| Canadian Experience Class, TEER 0 or 1 work experience | CLB 7 in all four abilities | 6.0 in listening, reading, writing and speaking |
| Canadian Experience Class, TEER 2 or 3 work experience | CLB 5 in all four abilities | 5.0 listening, 4.0 reading, 5.0 writing, 5.0 speaking |
Meeting the minimum only makes your profile eligible. Ranking against other candidates is done by the Comprehensive Ranking System, where higher language ability, education, Canadian experience and age all add points. Once you receive an invitation and submit a complete permanent residence application, IRCC's published service standard for Express Entry is six months.

IRCC accepts language test results that are less than two years old on the day you submit your application. This applies to Express Entry profiles, permanent residence applications and post-graduation work permits alike. If the result expires mid-process, you must retake the test and supply fresh results.
Because processing can take several months, plan the test date around the whole timeline rather than the profile date alone. A result taken today is usable for two years, so candidates who expect a long wait often sit the test after they have their documents and work experience letters ready.
- Take IELTS General Training, not IELTS Academic, for work permit and permanent residence streams
- Results must be under two years old on the date of submission, not the date of invitation
- Each ability is converted to CLB separately, so no band can fall below the threshold
- CELPIP-General and PTE Core are the other accepted English tests
- Keep the Test Report Form number handy, as IRCC verifies results with the testing organisation
