HBSE (Haryana Board of School Education)

HBSE means the Haryana Board of School Education. It has now been renamed as Board of School Education Haryana (BSEH). HBSE is an authority which conducts annual public examinations at Middle, Matric and Senior Secondary School level.

HBSE conducts exams all over the state of Haryana through the affiliated schools. Its headquarters are situated in Bhiwani, Haryana. HBSE is owned and controlled by the Department of School Education, Haryana of Government of Haryana.

HBSE was established in 1969 at Chandigarh. It started with staff strength of only 100 people which was also allocated from Punjab University. In the year 1970, the first matric exam was conducted. In the year 1976, HBSE progressed further and started conducting Middle school-leaving examinations applicable for students of 8th class. The headquarters was shifted to Bhiwani from Chandigarh in 1981.

HBSE adopted a 10+2 pattern of education and conducted its first-class XII examination in 1987. HBSE continued to improve and conducted its first-class XII vocational education examination in 1990. It increased its reach by establishing open schools all over Haryana in 1994.

HBSE is the first board to adopt the semester system. It was adopted in 2006 for the session of 2006-2007. HBSE is also the first board to introduce relative grading or CCE for all classes. CCE means Continuous and Comprehensive Evaluation which is applicable for Middle, Matric, and Senior Secondary classes. All Government schools of Haryana are affiliated to the HBSE board. Private institutions who are recognized by the Department of School Education, Haryana are also granted the affiliation of the Haryana Board of School Education upon the payment of prescribed fees. 

The annual examination is conducted for class 8, 10, and 12 in the month of March every year.

HBSE used to conduct exams twice in a year on the basis of semesters. The exam for the first semester used to be held in September while the exam for the second semester used to be held in March. The semester system was scrapped in 2015 by the Government on the basis of the proposal. The reason behind scrapping the semester system was the below-average performance by students in class 10 and 12. Besides that, there was a non-availability of faculties to check the answer sheet and frame the question papers.

HBSE declares the results in the month of May. Haryana Board of School Education conducts a diploma course in Education every year. The duration of the course is 2 years.

HBSE conducts the Haryana Teacher Eligibility Test (HTET) according to the vacancies for the recruitment of teachers. Haryana Open Schools following the guidelines of the Haryana Board of School Education conducts on-demand, annual and supplementary exams at the Matric and Senior Secondary level.

Apart from conducting exams, the Haryana Board of School Education prescribes syllabus and textbooks for the students. It is estimated that around 4 lakh children every year appear for the Secondary School Examination and 2.5 lakh children appear for the Senior Secondary Examination under the Haryana Board of School Education board.
